SAR Welcomes Human Rights Council Resolution on Sudan and Calls for Action on Accountability.

Statement on the Drone Strike in Kutum, North Darfur

The Sudanese Alliance for Rights (SAR) welcomes the adoption of Human Rights Council Resolution A/HRC/63/L.26, presented by the United Kingdom, Germany, Ireland, the Netherlands and Norway, which addresses grave violations of international human rights law and international humanitarian law committed by the Sudanese Armed Forces (SAF), the Rapid Support Forces (RSF) and their respective allies.

The resolution recognises the devastating impact of the conflict on Sudan's civilian population, including drone attacks and other strikes targeting civilians and civilian infrastructure, some of which may amount to war crimes. It further addresses atrocities committed by the RSF in and around El Fasher, including acts bearing the “hallmarks of genocide”, and expresses concern over the risk of similar atrocities in El Obeid and elsewhere.

SAR welcomes this recognition at a time when Sudanese civilians continue to bear the consequences of a conflict marked by widespread violations, displacement and the destruction of civilian life. The resolution's recognition of sexual violence, violations against children and ethnic-based atrocities, alongside the spread of disinformation and hate speech, reflects the multiple and interconnected forms of harm experienced by civilians across Sudan.

The resolution also highlights attacks against humanitarian workers and independent actors. SAR stresses that human rights defenders, journalists, humanitarian workers, lawyers, community leaders and civil society organisations are indispensable to Sudan's response to the crisis. They document violations, provide assistance to affected communities and work to preserve evidence of abuses, often while facing significant risks themselves.

The adoption of the resolution must therefore translate into concrete measures to protect civilians and strengthen accountability. The continued commission of serious violations cannot be met with condemnation alone. Independent and credible investigations must be supported, evidence must be preserved, and those responsible for violations must be held accountable, regardless of their affiliation.

SAR calls on all parties to the conflict and their respective allies to comply with their obligations under international human rights and humanitarian law and to immediately end attacks against civilians and civilian infrastructure. The international community must also strengthen efforts to protect humanitarian workers and independent civil society actors and ensure that Sudanese victims and survivors have meaningful access to justice and effective remedies.

Sudan's civilians have endured more than three years of devastating violence. The international community must now ensure that the recognition of these violations is matched by sustained action to protect civilians, prevent further atrocities and end impunity.
