The Sudanese Alliance for Rights(SARS) expresses its deep concern and unequivocal condemnation following the announcement by General Abdel Fattah al-Burhan, Chairman of the Sudanese Sovereignty Council and de facto head of state, who on 14 November 2025 used a public address in Al-Suraiha (Al-Sariha) in Al-Jazirah State to declare a general mobilisation. In his speech, General al-Burhan urged “everyone who can carry a weapon” to join the fight against the Rapid Support Forces (RSF), insisting there would be “no truce or any talk with the RSF unless they gather in one place and lay down their arms.” This latest pronouncement follows a pattern of similar hardline statements he has made throughout the conflict, reinforcing his persistent rejection of ceasefires and negotiated solutions.
This call threatens to further endanger civilians, deepen fragmentation across communities, and push Sudan closer to irreversible national collapse. At a time when millions are already displaced, facing hunger, or living under constant threat of violence, calls for mass mobilisation only increase the likelihood of wider civilian recruitment, forced conscription, and retaliatory attacks.
We call on all Sudanese citizens to reject this coercive call to arms and urge Sudan’s leaders to recommit to dialogue as the only viable path toward ending the suffering of civilians. We further call on international and regional stakeholders, including the United Nations and the African Union, to unequivocally denounce this dangerous escalation, press for immediate de-escalation, and support credible mechanisms for civilian protection and accountability without delay.
SAR remains steadfast in advocating for a peaceful and just resolution to the conflict, centred on the protection of civilians and respect for human rights.
