Statement by the Sudanese Alliance for Rights on Continued Attacks on Civilians and Infrastructure in El Fasher, North Darfur

1 February 2025

The Sudanese Alliance for Rights (SAR) strongly condemns the ongoing attacks perpetrated by the Rapid Support Forces (RSF) in North Darfur, particularly in the capital, El Fasher. The recent escalation of violence, which has led to the tragic loss of innocent lives and the destruction of vital infrastructure, is a stark violation of international humanitarian law.

On 29 January 2025, the Abu Shouk displacement camp in El Fasher was once again targeted, resulting in the deaths of nine civilians, including two women and a child. At least 12 others were injured in the attack. This senseless violence, aimed at vulnerable communities already displaced by conflict, constitutes a grave breach of the Geneva Conventions of 1949, particularly Common Article 3, which prohibits targeting civilians and civilian objects.

In a previous attack, a drone strike blamed on the RSF targeted the emergency department of the Saudi Hospital in El Fasher, resulting in the death of at least 67 individuals, with 19 others suffering injuries. This attack caused significant damage to the hospital’s emergency unit, rendering it inoperable. Such actions contravene Article 18 of the Fourth Geneva Convention, which mandates the protection of medical facilities in conflict zones. The destruction of civilian infrastructure, including health facilities, is further prohibited under Additional Protocol II to the Geneva Conventions, which protects medical units and personnel from attack during non-international armed conflicts.

SAR expresses its deepest condolences to the families of the victims and reaffirms its commitment to advocating for justice and accountability. We call upon the international community, the United Nations, and relevant human rights bodies to urgently intervene and hold the perpetrators of these heinous crimes accountable.

We also demand immediate measures to protect civilians and ensure that humanitarian aid reaches those in need, including the displaced population in North Darfur. The attacks on civilian infrastructure, such as hospitals, further exacerbate the dire humanitarian crisis, making it impossible for communities to recover and rebuild.

The Sudanese Alliance for Rights stands in solidarity with the people of North Darfur and calls for an immediate cessation of hostilities. We will continue to monitor the situation closely and push for stronger actions to protect human rights in Sudan.
