Statement of Condemnation: Arbitrary Arrest and Torture of Al-Nohoud Emergency Room Members

The Sudanese Alliance for Rights strongly condemns the arbitrary arrest, enforced disappearance, and reported torture of six members of the Al-Nohoud Emergency Room, who were detained on 17 April 2025 in Al-Nohoud City, West Kordofan State. Those detained include Khalid Adam Jad Allah, Abu Talib Abdul-Muttalib, Asaad Al-Khair, Jaafar Abdo, Omer Al-Farouq, and Ibrahim Mohamed Ali.

Reports indicate that these individuals were apprehended by a mobilized intelligence unit affiliated with the Dar Hamar area forces, aligned with the Sudanese Armed Forces. Since their detention, the victims have been denied access to legal counsel and contact with their families. Furthermore, they are reportedly being held in inhumane conditions, subjected to torture, and deprived of food and water.

These actions constitute grave violations of Sudan’s obligations under international human rights law, including:

– The International Covenant on Civil and Political Rights (ICCPR), to which Sudan is a party, prohibits arbitrary arrest and detention (Article 9), and torture or cruel, inhuman, or degrading treatment (Article 7).

– The Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (CAT), which Sudan ratified in 2021, obliges the state to prevent acts of torture in any territory under its jurisdiction.

– The African Charter on Human and Peoples’ Rights, particularly Article 5 (prohibition of torture and cruel punishment), Article 6 (right to liberty and security), and Article 7 (right to a fair trial).

We call for the immediate and unconditional release of the six detainees and urge the Sudanese authorities to:

1. Disclose the detainees’ whereabouts and ensure their access to legal representation and family contact.

2. Investigate and hold accountable all individuals and entities responsible for the violations.

3. Guarantee the physical and psychological integrity of the detainees.

4. Cease the use of militarized forces and intelligence units to suppress peaceful civic activity.

Emergency Response Rooms have played a vital role in mobilizing humanitarian assistance and peaceful civic resistance. Their repression reflects a broader and alarming pattern of shrinking civic space, militarization of public life, and attacks on fundamental freedoms in Sudan.

The Sudanese Alliance for Rights stands in solidarity with the victims and their families and remains committed to advocating for justice, accountability, and the protection of all human rights defenders in Sudan.
