Statement on Sudanese Alliance for Rights Letter to the European Union

On 19 March 2026, the Sudanese Alliance for Rights submitted a letter to H.E. Kaja Kallas, High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission, expressing deep concern regarding emerging reports on the role of actors affiliated with the Sudanese Muslim Brotherhood in the ongoing conflict in Sudan.

The letter draws attention to the recent designation of the Sudanese Muslim Brotherhood as a terrorist organisation by the U.S. Department of State earlier this year. While recognising that the European Union applies its own legal standards and procedures in such matters, the Alliance emphasises that this development underscores the seriousness of the allegations and the need for careful and independent assessment by EU authorities.

The Alliance highlights credible media and analytical reports, including references cited by the U.S. Department of State, raising concerns about alleged links between Islamist-affiliated actors and armed groups aligned with the Sudanese Armed Forces (SAF). These reports point to mobilisation of fighters, logistical and financial support to warring parties, and involvement in actions contributing to civilian harm. Research further indicates the influence of Islamist-aligned networks in shaping alliances and impacting the conduct of armed actors, a dynamic that could exacerbate the conflict and undermine prospects for peace.

In light of these concerns, the Sudanese Alliance for Rights calls on the European Union to: review available information and reporting concerning the activities and affiliations of the Sudanese Muslim Brotherhood; support independent and impartial investigations into violations of international human rights and humanitarian law by all parties to the conflict; and, where evidence meets legal thresholds, consider targeted measures, including sanctions, asset freezes, and travel bans. The Alliance further encourages the EU to build on its previous actions in Sudan, including measures under the EU Global Human Rights Sanctions Regime and initiatives aligned with United Nations Security Council resolutions, to address emerging threats that risk further destabilising the country.

The Sudanese Alliance for Rights reiterates its commitment to advancing justice, protecting civilians, and promoting accountability and peacebuilding in Sudan. It remains actively engaged with regional and international stakeholders, including the European Union, the United Nations, and the African Union, to uphold human rights, reinforce the rule of law, and contribute to a peaceful and democratic Sudan.
